ENGAGEMENT
Calibrate was engaged by a major civil subcontractor to prepare an independent assessment of the impacts of COVID-19 on the construction of a balanced cantilever bridge over a river in regional NSW.
Calibrate produced an independent delay and disruption report assessing the effects and impacts of COVID-19 on the clients works and the project.
Calibrate undertook a forensic review of project records and in doing so established a causal link between COVID-19 and specific project delays, including its disruptive effects. Calibrate established that unique location and circumstances of the Project led to a particularly pronounced impact.
Using a combined project comparison and measured mile analysis, Calibrate identified and quantified discrete delay events and the cumulative impact of multiple delays and their consequential disruption to progress of the Works.
Based on the results of the disruption analysis to determine the extent of project delay, Calibrate was able to quantify losses in trade labour productivity and tie them directly to the effects of COVID-19.
OUTCOME
Calibrate identified over 3 months additional delay on the project and proved EOT along with undertaken a detailed disruption analysis for recovery of losses in labour productivity.
Calibrate prepared an independent expert report detailing its findings concerning disruption and subsequent losses in productivity.
This report was used by our client to bolster their claim position and facilitate recommencement of commercial negotiations for a positive and timely outcome. Calibrate attended several information sessions regarding the analysis and ultimately the client’s claims (based on Calibrate’s analysis) were the subject of a negotiated agreement.
